I Les moyens de l'Hégémonie

 

Peu à peu, depuis le 11 septembre, les Etats-Unis dévoilent leurs batteries. L'expression paraît singulièrement appropriée. On voit bien que les entreprises militaires américaines relèvent plus de la stratégie générale de l'hégémonie que de l'affaire subalterne des tours de Manhattan. La constitution en ennemi global d'un fantôme d'organisation qui n'est en réalité qu'une petite confrérie d'anciens combattants, Al Qaida, peut servir de couverture à des activités qui n'ont rien à voir avec le "terrorisme". Nous mettons ce terme en guillemets parce qu'il ne faut jamais oublier la dure leçon d'Edoardo Sanguinetti, il n'est de terrorisme que d'Etat. L'affaire des tours, qui reste enveloppée d'un épais mystère, est arrivée à point nommé pour faire entériner par une opinion publique sourde et aveugle un vaste programme de développement de l'hégémonie mondiale. On voit bien que le sous-discours sur les "armes de destruction massive" de l'Irak n'a qu'un rôle accessoire. Il s'agit bel et bien de remanier la carte géopolitique du Moyen-Orient afin qu'elle conforte enfin les ultimes intérêts de l'Hégémonie.

Nous ramenons ici dans nos filets nombre d'analyses sur ces projets impérialistes et l'on n'ignore pas, évidemment, que ce sont des projets. Ils témoignent d'une orientation politique et des objectifs que les camarillas au pouvoir essaient de se fixer. La réalisation en sera une autre paire de manches.

Mais on peut se demander ici, plus profondément, de quelle hégémonie il s'agit. Certes, le principal agent et bénéficiaire est le régime étatsunien. Mais de même qu'on ne pouvait assimiler l'ensemble des Russes et des allogènes de l'URSS au régime communiste, de même l'Amérique du Nord n'est pas toute entière dans ce que l'on pourrait appeler la nomenklatura étatsunienne. Essayons un recensement qui ne prétend pas à la précision et à l'exhaustivité:

Il faut certainement reprendre l'idée du complexe militaro-industriel, déjà dénoncé par Eisenhower à la fin de son mandat, qui comprend de nombreuses compagnies financières, pétrolières et maintenant médiatiques. Ce sont ces gens-là qui dirigent les Etats-Unis au jour le jour. Ils n'ont pas cessé de les diriger depuis 50 ans et la famille Bush lui est directement liée par les affaires. Mais à cette composante proprement américaine s'ajoutent des éléments étrangers. Les différentes mafias, d'abord, qu'elles soient d'origine sicilienne, disposant de capitaux énormes, judéo-russe, solidement implantée en Israël et en Europe, les mafias de la coke, tenant le haut du pavé dans de nombreuses localités, en Amérique du Sud, avec ce typique mélange de militaires et de négociants-planteurs de drogue, toutes ces mafias, d'ailleurs interconnectées, jouent un rôle très important: elles financent les dessous-de-table de la classe politique et interviennent là où l'Etat serait trop visible. L'Angleterre officielle, qui ressemble toujours au chien d'une vieille publicité, assis devant le gramophone "La Voix de son maître", accourt au premier appel et se tient prête à mordre, c'est-à-dire à mettre en premières lignes les régiments écossais et gurkhas. Ce n'est pas sans raison que les Anglais font l'objet d'un mépris quasi-universel.

Tout montre aussi que l'entité sioniste, composée pour parties par la classe dirigeante de l'Etat pseudo-juif, dit Israël, et les dirigeants des richissimes sociétés et associations communautaires juives américaines et canadiennes, mais où les autres sionistes, européens en particulier, ne jouent aucun rôle, que cette entité sioniste, donc, est au coeur de la machine politique dite "américaine". C'est au cours des trente ou quarante dernières années que les sionistes ont véritablement investi la citadelle politique américaine, en recourant à la plus simple des méthode: l'achat des élus par la subvention des campagnes électorales. C'est à ça que sert principalement la démocratie. C'est en se fondant dans le projet général de l'Hégémonie que les sionistes croient donner à leur projet particulier d'hégémonie régionale sur le Proche Orient le plus de force et de consistance. Entre le moment où les Anglais et les Français ont renoncé à l'expédition de Suez, en 1956, sous pression américaine et soviétique, et l'arrivée du général de Gaulle au pouvoir, qui en 1960 a donné l'ordre d'arrêter le transfert des techniques nucléaires, le minuscule establishment israélien a compris que l'Europe n'était pas un point d'appui solide et qu'il fallait conquérir l'Amérique ou périr. Il disposait en outre d'une arme de destruction massive des esprits, très appropriée pour un public toujours proche d'un certain fondamentalisme protestant, la version hagiographique, relookée (c'est-à-dire capable de recycler les inventions staliniennes sans laisser de traces) et aseptisée de l'Holocauste. Quand cette étourdie d'Hannah Arendt est venue mettre les pieds dans le plat au procès Eichmann, toutes les ressources de l'Etat pseudo-juif ont été utilisées pour la dévaloriser. Depuis, de multiples taupes à gros portefeuilles ont foré une invraisemblable réseau de galeries dans le système politique américain qui fait que personne, dans l'establishment de Washington, ne peut faire un pet de travers sans que la centrale de renseignements du gouvernement israélien n'en soit avertie dans l'heure et qu'il soit proposé au fautif un arrangement par lequel il effacera sa faute par le don gracieux à Israel de quelques facilités militaires ou économiques supplémentaires.

Il est extrêmement difficile de démêler ce qui, dans les décisions stratégiques, appartient en propre aux uns et aux autres. Mais il y a une cohérence de l'ensemble qui se manifeste dans l'idée que le monde, débarrassé de l'alternative soviéto-communiste, doit maintenant se réorganiser pour fournir à titre gracieux les matières premières, le capital, la sueur et le jus de cerveau qui sont nécessaires au plus gigantesque système de prélèvement des ressources de cette pauvre planète, au seul profit d'une élite protégée, invisible, anonyme. Le processus d'accumulation du capital, instauré dans les époques qui ont suivi l'invention géniale de l'agriculture, si bien analysé par Karl Marx et sa lointaine disciple Rosa Luxemburg, continue à se déployer sur une échelle encore agrandie. L'Hégémonie mondiale est le système politico-militaire qui doit garantir la pérennité de cette accumulation et de cette exploitation, qui lui ristourne les moyens d'exister sur un grand pied. Toute parcelle de la planète qui se soustrait à cette Hégémonie et à cette exploitation, pour reverser au compte de son destin propre le produit de ses efforts et de ses ressources, crée un manque à gagner pour les hégémons et surtout un dangereux exemple. Il est facile de réintégrer ceux qui renoncent à leur autonomie, comme l'exemple de l'URSS l'a montré depuis 1989. En quelques coups de cuiller à pot, on vous assigne votre place dans le processus général de la production et on sélectionne les parties les plus intéressantes de l'économie que l'on rachète à bas prix. Mais ceux qui, pour des raisons liés à des particularismes locaux (connus sous le nom d'archéo-nationalismes ou fondamentalisme religieux, ou "derniers vestiges du stalinisme") se soustraient encore effectivement au système de l'Hégémonie, dont les "mots de passe" sont "globalisation" et "mondialisation", ceux-là sont classés dans la catégorie "axe du Mal" et promis à une destruction prochaine. Le premier visé est l'Irak, pour des raisons sentimentales liées à la dynastie des Boubouches, mais d'autres, l'Iran, La Corée du Nord, suivent sur la liste.

A cette nébuleuse du pouvoir de l'Hégémonie, il faut rajouter beaucoup d'éléments périphériques: les pétrodictatures arabes, les bourgeoisies conservatrices européennes, qui tiennent les Américains pour des "sauvages utiles", les grands pillards de l'économie russe, les tyrans du Tiers-Monde qui ont des comptes en banque en Suisse et des villas en Californie ou en Floride, les militaires de tous poils qui rêvent de faire des dépenses somptuaires comme peuvent se le permettre les clinquants généraux US. Ne parlons pas des intellectuels, surtout ceux de gauche, qui ne rêvent que de faire des tournées de conférences, grassement payées, dans ces temples de la Bêtise humaine que sont les universités américaines. Beaucoup d'entre eux, s'ils n'en vivent pas, se procurent ainsi des ressources non fiscalisées qui leur permettent d'atteindre enfin à un niveau de vie bourgeois, qui était celui de leurs professeurs de sixième, il y a trente ou quarante ans, avant le déclassement et la prolétarisation du monde enseignant.

Résister ? Qui oserait dire non aux Yankees aujourd'hui ? C'est là qu'on voit que le général de Gaulle est bien mort sans héritiers. A vrai dire, tous les dirigeants politiques, ou presque, ont partie liée ave les USA. Ils dépendent plus du bon vouloir de l'ambassade étatsunienne dans leur pays que de leurs mandants ou de leurs électeurs, s'ils en ont. (Chirac, combien d'électeurs au premier tour ?) Alors, ils font et vont faire ce qu'on leur dit de faire. Il n'aura pas fallu longtemps à cette nouille de Chirac pour obtempérer et suivre le conseil que prodigue l'ambassade US: augmenter les crédits d'équipement militaire. Les besoins militaires du maintien de l'ordre global sont énormes. Le coût de ces équipements est extraordinairement élevé en raison de l'énorme, pharaonique, concussion qu'ils nourrissent. Tout le monde se sucre au passage de ces marchés obscurs qui échappent totalement à l'opinion publique et aux journalistes incurieux de nature. Ce ne sont pas forcément les objets les plus spectaculaires qui produisent les plus gros profits noirs. Mais les innombrables objets courants facturés comme des diamants: chaises, robinets, charnières de porte, etc. On s'est aperçu finalement, mais très partiellement, que l'Arsenal de Toulon était un puits sans fond de corruptions en tous genres. Mais il n'y a pas que les militaires à s'engraisser. Toutes sortes de groupes civils sont à la curée. Ce système est présent partout dans les armées puisque la façon dont les militaires dépensent l'argent public reste à peu près partout entourée de secret. L'armée américaine, en collusion avec le complexe militaro-industriel est ainsi l'une des plus grosses machines du monde pour gaspiller l'argent et le faire disparaître comme par magie. Il faut toujours relire Catch-22 de Heller qui montre comment ça se passait dans l'armée américaine en Italie en 1944-1945. La suite l'a confirmé, en particulier au Viêt-Nam.

Donc les Amerloks ont demandé à leur alliés de bien vouloir dépenser des sous pour se procurer si possible aux Etats-Unis, des équipements militaires qui sont mis au service de la politique décidée par les Etats-Unis le cas échéant. Bon bougre, Chirac augmente les crédit, dans des proportions énormes, et décide de financer le gouffre des gouffres, un porte-avions. A part les Etats-Unis, en oubliant ce qui reste de la flotte soviétique, bien rouillée, personne d'autre n'a de porte-avions. On a revendu au Brésil et à l'Inde quelques vieux rafiots de ce genre. Même les Anglais n'en ont pas. Pourquoi fallait-il que ce soit de nos portefeuilles qu'on sorte les montagnes de fric que va nous coûter cet inutile et ridicule barcasse ? On a entendu la justification des parlementaires: on a vraiment su ce qui se passait en Afghanistan quand le De Gaulle, avec ses hélicettes de bazar, est arrivé "sur zone". Voilà le but dérisoire atteint par nos milliards de francs: savoir ce qui se passait en Afghanistan, un endroit où nous n'avions absolument rien à foutre. C'est donc désormais notre fonction: harki des Américains, supplétifs plus ou moins mal tolérés, d'ailleurs. C'est ce rôle humiliant que les pseudo-gaullistes veulent imposer à nos brillants soudards. C'est répugnant.

Chirac ayant fait mine de dire non à une intervention américaine, sans les excuses électoralistes du pauvre chancelier allemand, s'est retrouvé confronté au chantage classique des Américains, qu'ils brandissent dans les coulisses depuis trente ans: déstabiliser l'Afrique francophone si Paris fait montre d'indiscipline. Du temps où Mitterrand avait inclu des ministres communistes dans son gouvernement, sans la moindre nécessité d'ailleurs, en 1981, il s'était retrouvé avec une situation délicate et il lui avait fallu des prodiges d'habileté pour se sortir du guêpier tchadien. Chirac n'aura pas eu à attendre longtemps pour payer le prix africain de ses velléités d'indépendance sur l'Iraq. La Côte d'Ivoire a implosé et, comme par hasard, les Américains ont débarqué, en l'espace de quelques heures, un élément précurseur d'un débarquement américain à Abidjan. Les Français sont allés dare dare chercher les gosses d'une école baptiste américaine à Bouaké qui fournissait le prétexte au débarquement yanki; on manquait de membres d'Al Qaida et de suppôts de Saddam sur place. Bref, les Américains ont cessé de bombarder la France en 1945, mais ils pourraient facilement recommencer. L'Hégémonie, c'est ça. Tenez-vous le pour dit.

 

II La palinodie des armes irakiennes

 

Poussés dans leurs retranchements, les partisans, ô combien nombreux, de la guerre américaine contre l'Irak, placés devant le fait qu'il n'existe aucune information crédible quand à l'existence d'un programme d'armement massif de l'Irak, en reviennent toujours, comme cette imbécile de Padaran sur France Inter, le 10 septembre, à pleurnicher: si, il y a une preuve, les gaz contre les Kurdes. Sadam a gazé ses propres concitoyens, kurdes. C'est le principal point d'appui de la volonté de guerre occidentale, c'est le verrou idéologique qui justifie la destruction de l'Irak, contrée faisant partie de l'Empire du Mal, puisqu'en 1988 on y a gazé les Kurdes. Gazé les Kurdes !!!

Le plus extraordinaire de cette acrobatie idéologique, c'est que les autorités américaines, à l'époque, n'avaient pas du tout cru que Saddam eût gazé les Kurdes à Halabja. Et ce n'était pas seulement parce que les Etats-Unis, à l'époque, soutenaient en douce Saddam et lui fournissaient des éléments de fabrication des armes chimiques qu'il utilisait contre les troupes iraniennes lors d'une guerre bien oubliée.

Il y a quelques années, nous avions fouillé cette affaire de Halabja. Il n'est peut-être pas inutile d'y revenir:

 

 

 

 

 

 

 

 

 

 

 

L'horrible Blair qui a tout d'un clone raté de Margaret Thatcher, que les savants auraient mis au rebut, vient de publier un document qui tend à justifier, dans l'urgence, une intervention militaire en Iraq. Déjà, quand il avait fait le commis de Bush en publiant un acte d'accusation contre l'organisation-qui-n'existe pas, Al Qaida, il avait prévenu que ce document n'avait pas exactement les qualités qui seraient nécessaires s'il fallait le produire en justice. Autrement dit, il était dépourvu d'un élément spécial, que ces cochons de juges réclament parfois, des preuves. Le texte sur les arsenaux irakiens est encore mille fois plus débile. On a du mal à croire que les services secrets de sa Majesté, dirigés par les successeurs de James Bond et de Smiley, soient tombés si bas. Le raisonnement et le contenu sont exactement ceux-ci:

 

 

 

Pas un mot sur l'Etat voyou juif qui accumule les armes nucléaires et thermonucléaires, et qui vient d'en menacer explicitement l'Iraq. Si les Anglo-Saxons se bornaient à la stupidité (voir le site "Bushisms" à <http://slate.msn.com/?id=76886>), on pourrait en rire. Mais ils s'apprêtent à commettre une énorme injustice, et tous les habitants du Moyen Orient le voient et le savent. L'injustice se paiera, plus tard. L'avenir politique de Bushoblair paraît extrêmement limité. Ils ont quelques mois pour faire leur crime et ils passeront aussitôt à la trappe.

CONTRÔLEUR DÉCONTRÔLÉ

Scott Ritter, ancien officer des marines américain, a fait partie de la commission de contrôle des Nations Unies en Iraq. Il rappelle que la commission a été retirée d'Irak sur la demande expresse des Américains qui l'avaient transformée en équipe d'espionnage.

RITTER : I think the Iraqi government understands that if they do not allow the unconditional return of inspectors with unfettered access, that war is all but inevitable -- that there will be nothing that can stay the hand that President Bush and [British Prime Minister] Tony Blair seem prepared to unleash on Iraq. And so that's why I've proposed that a mechanism be put forward that provides a confidence-building measure for the Iraqi government so they can allow these inspectors to return unconditionally and give them unfettered access. Let's keep in mind that the reason why inspectors are out of Iraq isn't because Iraq kicked them out, but rather they were ordered out by the United States after the United States manipulated the inspection process to create a confrontation that led to Operation Desert Fox and then used intelligence information gathered by inspectors to target Iraqi government sites, including the security of Saddam Hussein. So it's going to take awhile to convince Iraqis that they should once again trust inspectors. But frankly, they have no choice.

 

Scott Ritter Addresses Iraqi Parliament
 
-- Scott Ritter, a former senior United Nations weapons inspector in Iraq, who had a reputation for toughness as an inspector, accuses Washington of building a case for war based on fear and ignorance: "I feel I cannot stand by idly, while my country behaves in such a fashion," he says. "Iraq has not been shown to possess weapons of mass destruction."
Ritter addressed a special session of the Iraqi National Assembly's Arab and Foreign Relations Committee in Baghdad. The following are excerpts from his speech, which was carried by Iraqi Satellite Channel Television:
"I understand that I appear before you today not only as the first American citizen to address your body, but also as the first non-governmental speaker as well. And I thank you for providing me with this opportunity..."
"My country seems on the verge of making an historic mistake, one that will forever change the political dynamic which has governed the world since the end of the Second World War; namely, the foundation of international law as set forth in the United Nations Charter, which calls for the peaceful resolution of problems between nations...
"As someone who counts himself as a fervent patriot and a good citizen of the United States of America, I feel I cannot stand by idly, while my country behaves in such a fashion...
"A case for war"
"My government is making a case for war against Iraq that is built upon fear and ignorance, as opposed to the reality of truth and fact.
"We, the people of the United States, are told repeatedly that we face a grave and imminent risk to our national security from a combination of past irresponsible behaviour on the part of Iraq and ongoing efforts by Iraq to re-acquire chemical, biological and nuclear weapons and long-range ballistic weapons ... which have been banned since 1991 by a Security Council resolution...
"The truth of the matter is that Iraq is not a sponsor of the kind of terror perpetrated against the United States on 11 September, and in fact is active in suppressing the sort of fundamentalist extremism that characterises those who attacked the United States on that horrible day.
"This is the truth, and once the American people become familiar with and accept this truth, the politics of fear will be defeated and the prospect of war between our two countries greatly diminished...
No threat
"The truth of the matter is that Iraq today is not a threat to its neighbours and is not acting in a manner which threatens anyone outside of its own borders.
"When speaking of international law as set forth by the United Nations Charter, it is impossible to come up with any scenario today that would justify military action against Iraq based upon its current behaviour.
"The truth of the matter is that Iraq has not been shown to possess weapons of mass destruction, either in terms of having retained prohibited capability from the past, or by seeking to re-acquire such capability today...
"Iraq, during nearly seven years of continuous inspection activity by the United Nations, had been certified as being disarmed to a 90-95 percent level - a figure which includes all the factories used by Iraq to produce weapons of mass destruction, together with the associated production equipment, as well as the vast majority of the products produced by these factories...
"Iraq must loudly reject any intention of possessing these weapons and then work within the framework of international law to demonstrate this a reality.
"The only way that Iraq can achieve this is with the unconditional return of UN weapons inspectors, allowing such inspectors unfettered access to sites inside Iraq in order to complete the disarmament tasks as set forth in Security Council resolutions..."

LE MENSONGE A L'ETAT PUR

L'article affirme, sans fournir la moindre preuve évidemment, que contrairement à ce que disait Scott Ritter dans le texte précédent, les "experts en armement" ont de plus en plus de preuves que Saddam Hussein a constitué des réserves énormes d'armes chimiques et biologiques (tout ça, c'est comme l'Arlésienne: on en parle beaucoup mais on ne la voit jamais), qui permettraient de tuer des milliers de personnes. Ils donnent même des quantités et des noms: on voit ainsi resurgir le célèbre anthrax qui a tant fait rigoler le monde entier l'année dernière. L'auteur de l'article cherche (suivant un stratagème bien connu des spécialistes d'idéologie politique) à exonérer Bouche d'égout de toute velléité belliqueuse: ce serait les "experts" qui affirmeraient la nécessité d'une frappe "préventive" (on voit tout de suite où cet imbécile cherche à nous mener: c'est pas la politique impérialiste qui veut la guerre, c'est le plombier qu'a dit que s'y avait pas la guerre, les chiottes seraient bouchés), un des acolytes dru rat terroriste serait rallié à leurs positions tandis que l'autre voudrait que l'on donnât une chance au monstre Hussein. Enfin, pour la beauté du geste, on nous promet les "preuves" pour bientôt. C'était le 4 septembre 2002...

Experts: Iraq has tons of chemical weapons
 
WASHINGTON (CNN) -- As some in the Bush administration press the case for a pre-emptive strike against Iraq, weapons experts say there is mounting evidence that Iraqi President Saddam Hussein has amassed large stocks of chemical and biological weapons he is hiding from a possible U.S. military attack.
"Iraq continues to possess several tons of chemical weapons agents, enough to kill thousands and thousands of civilians or soldiers," said Jon Wolfsthal, an analyst with the Carnegie Endowment for International Peace.
U.N. weapons experts have said Iraq may have stockpiled more than 600 metric tons of chemical agents, including mustard gas, VX and sarin. Some 25,000 rockets and 15,000 artillery shells with chemical agents are also unaccounted for, the experts said.
The Iraqis also have biological weapons, according to U.S. officials. Defense Secretary Donald Rumsfeld said recently that Iraq has mobile biological weapons laboratories, which would be nearly impossible for U.S. forces to target.
"The concern is they either have on hand -- or could quickly re-create the capability to produce -- vast amounts of anthrax, tons of material, compared with the several grams of material that literally shut down the U.S. postal system last year," said Wolfsthal, the deputy director of Carnegie's Non-Proliferation Project, which does research and analysis on the spread of weapons of mass destruction.
"This is something that could kill thousands upon thousands of people, depending on the means of distribution."
While President Bush has said he hasn't made up his mind on what to do about Iraq's growing arsenal, it appears that two members of his administration have made up theirs.
Vice President Dick Cheney has pushed for a pre-emptive strike, warning that the "risk of inaction is far greater than the risk of action." Secretary of State Colin Powell has urged that U.N. weapons inspectors be given one last chance before an attack is launched.
White House press secretary Ari Fleischer downplayed reports of any rift in the administration, telling told reporters Monday that "there is no difference in position between Cheney, Powell and President Bush."
Iraq's Deputy Prime Minister Tariq Aziz said over the weekend the Bush administration is wrong about Iraq's weapons capabilities.
"They are telling wrongly the American public opinion and the world that Iraq is reproducing weapons of mass destruction," he told CNN's "Late Edition."
"That's not true. We are ready to prove it. We are ready to prove it by technical and viable means."

In March 1991, Kurdish militias stormed Iraqi intelligence headquarters and Ba'th party bureaus in numerous northern Iraqi towns, among them Kirkuk, Dohuk, Sulaymaniyya, and Irbil. The militia of the Kurdish Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) seized the confidential files in these buildings looking for information on the Iraqi government spies in their own organization.
After Iraqi Republican Guards brutally suppressed the insurrection, the retreating Kurds took about four million documents totaling about ten million pages with them. Makiya and Peter Galbraith were instrumental in arranging the transfer of most of these Iraqi government documents to the United States for study. (5)

Salut à vous,
Un petit mot pour vous faire part de quelques réflexions suite à ma lecture de "L'effroyable mensonge".de Guillaume Dasquié et Jean Guisnel. Dans vos informations, vous indiquiez que c'était "nul de chez nul", et je vous le confirme !
Les deux auteurs ne répondent pas à toutes sortes de questions posées par Thierry Meyssan, ils préfèrent les ignorer, tout en laissant croire que leur bouquin enterre définitivement le thèse de Meyssan (mouvements de capitaux précédant la date du 11 septembre, effondrement des Twin towers et de la 3· tour, incendie de la Maison Blanche, analyse de l'impact sur le Pentagone, des fumées dégagées par l'explosion, absence de réaction de l'armée, explication de la coupure du transpondeur de l'avion etc.)
Mais leur principal argument pour détruire la thèse de Meyssan est celui-ci:
Si l'avion n'a fait qu'un petit trou dans la façade du Pentagone, et si l'on n'a retrouvé aucun débris de l'appareil, c'est parce que l'avion a percuté le Pentagone en formant un angle à 90 degrés (comparaison avec un avion qui tombe en piqué), ce qui provoquerait le genre de dégâts observés sur le bâtiment, ainsi que la désintégration de l'appareil qui brûle au fur et à mesure de sa pénétration dans l'orifice qu'il a creusé. Suivent des schémas et l'analyse d'experts en crash aéronautique.
Le problème est que l'avion (où tout autre OVNI) qui a percuté le Pentagone formait bien un angle de 90 degrés avec le plan vertical de la façade, mais sur le plan horizontal, l'appareil a rencontré le bâtiment en formant un angle de 45 degrés (voir la photo XV du Pentagate), ce qui change tout.
Je suis ne expert en rien du tout, mais il me semble difficile d'admettre qu'avec un tel angle l'effet du choc soit le même sur l'aile droite et sur l'aile gauche, que tout ait été pulvérisé sans laisser aucune trace. Voila qui fout par terre une thèse peu convaincante.
Ceci dit, Meyssan ne répond pas à quelques vraies questions qui posent problème:
- Pourquoi envoyer un missile et s'emmerder par conséquent à faire disparaître un avion et ses passagers ?
- Les auteurs de l'attentat n'auraient-ils pas tout maitrisé ?
A vous de jouer, inspecteur Duflair, je ne suis pas qualifié pour.

In a televised speech last week, President Hosni Mubarak of Egypt predicted devastating consequences for the Middle East if Iraq is attacked.
"We fear a state of disorder and chaos may prevail in the region," he said. Mr Mubarak is an old-fashioned kind of Arab leader and, in the brave new post-September-11 world, he doesn't quite get the point.
What on earth did he expect the Pentagon's hawks to do when they heard his words of warning? Throw up their hands in dismay? -- "Gee, thanks, Hosni. We never thought of that. Better call the whole thing off right away."
They are probably still splitting their sides with laughter in the Pentagon. But Mr Mubarak and the hawks do agree on one thing: war with Iraq could spell disaster for several regimes in the Middle East. Mr Mubarak believes that would be bad. The hawks, though, believe it would be good.
For the hawks, disorder and chaos sweeping through the region would not be an unfortunate side-effect of war with Iraq, but a sign that everything is going according to plan.
In their eyes, Iraq is just the starting point -- or, as a recent presentation at the Pentagon put it, "the tactical pivot" -- for re-moulding the Middle East on Israeli-American lines.
This reverses the usual approach in international relations where stability is seen as the key to peace, and whether or not you like your neighbours, you have to find ways of living with them. No, say the hawks. If you don't like the neighbours, get rid of them.
The hawks claim that President Bush has already accepted their plan and made destabilisation of "despotic regimes" a central goal of his foreign policy. They cite passages from his recent speeches as proof of this, though whether Mr Bush really knows what he has accepted is unclear. The "skittles theory" of the Middle East - that one ball aimed at Iraq can knock down several regimes -- has been around for some time on the wilder fringes of politics but has come to the fore in the United States on the back of the "war against terrorism".
Its roots can be traced, at least in part, to a paper published in 1996 by an Israeli thinktank, the Institute for Advanced Strategic and Political Studies. Entitled "A clean break: a new strategy for securing the realm", it was intended as a political blueprint for the incoming government of Binyamin Netanyahu. As the title indicates, it advised the right-wing Mr Netanyahu to make a complete break with the past by adopting a strategy "based on an entirely new intellectual foundation, one that restores strategic initiative and provides the nation the room to engage every possible energy on rebuilding Zionism ..."
Among other things, it suggested that the recently-signed Oslo accords might be dispensed with -- "Israel has no obligations under the Oslo agreements if the PLO does not fulfil its obligations" -- and that "alternatives to [Yasser] Arafat's base of power" could be cultivated. "Jordan has ideas on this," it added.
It also urged Israel to abandon any thought of trading land for peace with the Arabs, which it described as "cultural, economic, political, diplomatic, and military retreat".
"Our claim to the land -- to which we have clung for hope for 2,000 years -- is legitimate and noble," it continued. "Only the unconditional acceptance by Arabs of our rights, especially in their territorial dimension, 'peace for peace', is a solid basis for the future." The paper set out a plan by which Israel would "shape its strategic environment", beginning with the removal of Saddam Hussein and the installation of a Hashemite monarchy in Baghdad.
With Saddam out of the way and Iraq thus brought under Jordanian Hashemite influence, Jordan and Turkey would form an axis along with Israel to weaken and "roll back" Syria. Jordan, it suggested, could also sort out Lebanon by "weaning" the Shia Muslim population away from Syria and Iran, and re-establishing their former ties with the Shia in the new Hashemite kingdom of Iraq. "Israel will not only contain its foes; it will transcend them", the paper concluded.
To succeed, the paper stressed, Israel would have to win broad American support for these new policies - and it advised Mr Netanyahu to formulate them "in language familiar to the Americans by tapping into themes of American administrations during the cold war which apply well to Israel". At first glance, there's not much to distinguish the 1996 "Clean Break" paper from the outpourings of other right-wing and ultra-Zionist thinktanks ... except for the names of its authors.
The leader of the "prominent opinion makers" who wrote it was Richard Perle -- now chairman of the Defence Policy Board at the Pentagon. Also among the eight-person team was Douglas Feith, a neo-conservative lawyer, who now holds one of the top four posts at the Pentagon as under-secretary of policy.
Mr Feith has objected to most of the peace deals made by Israel over the years, and views the Middle East in the same good-versus-evil terms that he previously viewed the cold war. He regarded the Oslo peace process as nothing more than a unilateral withdrawal which "raises life-and-death issues for the Jewish state".
Two other opinion-makers in the team were David Wurmser and his wife, Meyrav (see US thinktanks give lessons in foreign policy, August 19). Mrs Wurmser was co-founder of Memri, a Washington-based charity that distributes articles translated from Arabic newspapers portraying Arabs in a bad light. After working with Mr Perle at the American Enterprise Institute, David Wurmser is now at the State Department, as a special assistant to John Bolton, the under-secretary for arms control and international security.
A fifth member of the team was James Colbert, of the Washington-based Jewish Institute for National Security Affairs (Jinsa) -- a bastion of neo-conservative hawkery whose advisory board was previously graced by Dick Cheney (now US vice-president), John Bolton and Douglas Feith.
One of Jinsa's stated aims is "to inform the American defence and foreign affairs community about the important role Israel can and does play in bolstering democratic interests in the Mediterranean and the Middle East". In practice, a lot of its effort goes into sending retired American military brass on jaunts to Israel -- after which many of them write suitably hawkish newspaper articles or letters to the editor. Jinsa's activities are examined in detail by Jason Vest in the September 2 issue of The Nation. The article notes some interesting business relationships between retired US military officers on Jinsa's board and American companies supplying weapons to Israel.
With several of the "Clean Break" paper's authors now holding key positions in Washington, the plan for Israel to "transcend" its foes by reshaping the Middle East looks a good deal more achievable today than it did in 1996. Americans may even be persuaded to give up their lives to achieve it. The six-year-old plan for Israel's "strategic environment" remains more or less intact, though two extra skittles - Saudi Arabia and Iran -- have joined Iraq, Syria and Lebanon on the hit list.
Whatever members of the Iraqi opposition may think, the plan to replace Saddam Hussein with a Hashemite monarch -- descendants of the Prophet Muhammad who rule Jordan -- is also very much alive. Evidence of this was strengthened by the surprise arrival of Prince Hassan, former heir to the Jordanian throne, at a meeting of exiled Iraqi officers in London last July.
The task of promoting Prince Hassan as Iraq's future king has fallen to Michael Rubin, who currently works at the American Enterprise Institute but will shortly take up a new job at the Pentagon, dealing with post-Saddam Iraq. One of the curious aspects of this neo-conservative intrigue is that so few people outside the United States and Israel take it seriously. Perhaps, like President Mubarak, they can't imagine that anyone who holds a powerful position in the United States could be quite so reckless.
But nobody can accuse the neo-conservatives of concealing their intentions: they write about them constantly in American newspapers. Just two weeks ago, an article in the Washington Times by Tom Neumann, executive director of Jinsa, spelled out the plan in clear, cold terms:
"Jordan will likely survive the coming war with US assistance, so will some of the sheikhdoms. The current Saudi regime will likely not.
"The Iran dissident movement would be helped enormously by the demise of Saddam, and the Palestinians would have to know that the future lies with the West. Syria's Ba'athist dictatorship will likely fall unmourned, liberating Lebanon as well.
"Israel and Turkey, the only current democracies in the region, will find themselves in a far better neighbourhood." Would anyone like to bet on that?

Huit nouveaux points de peuplement ont vu le jour récemment en Judée-Samarie et dans la bande de Gaza. Le chef du conseil régional de Binyamin, Pinhas Wallerstein, a déclaré que toutes ces «implantations» sauvages avaient été établies avec l'assentiment des responsables militaires et avaient même obtenu l'aval du ministre de la Défense. Des dirigeants de la région ont indiqué à Arutz 7 que l'objectif principal de leur action était de construire de nouvelles routes plus sûres pour les habitants de la vallée du Jourdain ainsi que pour ceux vivant dans le centre et le nord du pays. Il a souligné que les Arabes construisaient sans permis, sans être inquiètes, le long des principales artères de la région afin d'en prendre le contrôle et de gêner l'accès aux localités juives. Il a également précisé que des maisons arabes servaient de positions de tirs aux terroristes qui s'attaquaient aux soldats et aux civils israéliens. Il a affirmé que la création de ces points de peuplement assurait une présence juive continue et empêchait les terroristes de prendre le contrôle de ces terrains. Il est important de signaler que la plupart de ces avant-postes, qui occupent des positions stratégiques, ont favorisé la réussite des récentes opérations menées par Tsahal contre les terroristes de la région.
Des militants du parti Merets se sont rendus ce matin sur les lieux en empruntant des voies détournées, pour se soustraire aux forces de sécurité qui avaient déclaré la région «zone militaire interdite» afin d'éviter des affrontements.
Les dirigeants du conseil des localités juives de Judée-Samarie et de la bande de Gaza ont vivement réagi et ont déclaré que ces derniers s'étaient comportés comme des extrémistes animés d'une haine gratuite et dont le seul objectif était de semer la médisance et la controverse. Ils ont ajouté qu'ils feraient mieux de reconnaître la faute qu'ils avaient commise lorsqu'ils avaient approuvé la signature des accords d'Oslo et incité le gouvernement à donner des armes à Yasser Arafat.

L'Allemagne refuse de donner des documents aux Etats-Unis
 
Le gouvernement allemand a mis un terme à sa coopération avec le gouvernement américain dans l'affaire de Zacaria Moussaoui, un Français d'origine marocaine que les Etats-Unis ont mis en prison en l'accusation de conspiration avec les terroristes qui ont attaqué le 11 septembre. Le ministre allemand de la justice a déclaré que l'Allemagne ne pouvait pas collaborer avec le parquet américain parce que Moussaoui risquait la peine de mort. D'après les rumeurs, les preuves essentielles contre l'accusé se trouvent en Allemagne.

Le procès de Zacaria Moussaoui, qui aura lieu au début de l'an prochain, risque d'être la bataille d'Azincourt pour la cavalerie américaine, car c'est là qu'il faudra tester deux théories essentielles émanant de l'Etat américain: l'identification d'un groupe de gens qui auraient commis les attentats du 11 septembre, et l'appartenance de Moussaoui à ce groupe. Le FBI a déjà commis l'énorme bourde de donner à Moussaoui, qui assume sa propre défense, les documents de base qui étayent la théorie principale. Les observateurs relèvent d'assez nombreuses incohérences dans la liste des dix-neuf suspects. Mais d'un autre côté, savoir que l'analyse critique de l'acte d'accusation et de la théorie des organes américains repose sur les épaules d'un homme seul, enfermé, qui ne connaît pas l'Amérique et encore moins cette hydre abjecte qui s'appelle la justice américaine, un homme que l'on peut droguer ou manipuler dans sa cellule, n'est pas très réconfortant. Un rapport affirme que pillage est une pratique courante dans l'armée israélienne

 
Jérusalem -- L'armée israélienne est très mal à l'aise depuis la diffusion par Radio Israël, hier, d'un rapport qui affirme que le pillage des biens palestiniens par les troupes israéliennes, au début de l'année, était une pratique beaucoup plus répandue que ce qu'on croyait jusqu'alors. Le lieutenant-colonel Ilan Katz, procureur militaire adjoint, a déclaré à Radio is, après la diffusion du rapport, que sept soldats avaient été condamnés pour pillage et que cinq autres étaient accusés et attendaient leur procès. Le bureau du porte-parole de l'armée a dit, quant à lui, que trente-cinq affaires de pillages étaient à l'instruct!ion.
"Danny", un soldat récemment libéré du service, interrogé sous un pseudonyme, a déclaré à la rédaction de la radio que les soldats avaient abondamment volé dans les maisons palestiniennes pendant l'attaque de six semaines menée contre les militants après que les kamikazes avaient tué des dizaines d'Israéliens. "En principe, pendant les fouilles, le chef de famille devait accompagner les soldats dans chaque pièce. En pratique, on le gardait de force dans une pièce pendant que les soldats fouillaient le reste de la maison et empochaient ce qu'ils voulaient", dit-il. "Quant aux officiers responsables, certains étaient au courant, d'autres prenaient part au pillage. Les chefs des équipes chargées des fouilles étaient tous au courant et impliqués." Le rapport diffusé à la radio est embarrassant pour l'armée parce que sa croyance impose une conduite éthique impeccable. Plusieurs hommes politiques ont alors demandé qu'une enquête parlementaire soit lancée.

Looting by Israeli troops widespread, report says

Jerusalem -- The Israeli army came under fire yesterday after Israel Radio broadcast an investigative report finding that the looting of Palestinian property by Israeli troops earlier this year was more widespread than previously thought. Lieutenant-Colonel Ilan Katz, deputy chief military prosecutor, told Israel Radio after its report was broadcast that seven soldiers had been convicted for looting offences and five others had been indicted and were awaiting trial. The army spokesman's office said its military police were investigating 35 reports of looting.
"Danny," a recently discharged soldier interviewed under an assumed name, told the station that troops stole widely from Palestinian homes during the six-week-long sweep for militants launched after suicide bombings killed scores of Israelis. "During each search, the head of the family was meant to accompany the soldiers to every room. What we would do is take the man to one room as the soldiers searched other rooms, and they would pocket things while out of his sight," he said. "When it came to commanding officers, some knew about it and some were involved. When it came to squad leaders, all of them knew and were involved," Danny said.
The radio report was an embarrassment for the army whose creed requires stringent ethical behaviour. It prompted calls by some politicians for a parliamentary inquiry into the incident.

Le député Abraham Ravits a déclaré qu'il craignait que les jeunes juifs s'égarent en se mêlant à des élèves non-juifs, parmi lesquels figurent les enfants des travailleurs étrangers, les ex-membres de l'Armée du Sud-Liban et les émigrés qui ne sont pas juifs d'après la loi juive, beaucoup d'entre eux étant originaires de l'ancienne Union soviétique. Le député Romain Broinfman, émigré soviétique, a condamné les déclarations de Ravitz.

Israel's deputy education minister called for Jewish-only schools in order to prevent assimilation. Knesset member Avraham Ravitz said he is concerned about Jewish youth being led astray by mixing with non-Jewish students, including children of foreign workers, former members of the South Lebanon Army and immigrants who are not Jewish according to Jewish law, many of whom are from the former Soviet Union. Knesset member Roman Bronfman, an immigrant from the Soviet Union, condemned Ravitz's remarks.

La croissance démographique d'Israël
 
Des statistiques sont publiées chaque année, à l'approche de Rosh Hashana, sur la croissance démographique enregistrée en Israël. On apprend ainsi que le pays compte actuellement 6,592,000 habitants, comprenant 5,339,500 Juifs (81% de la population totale) et 1,252,500 Arabes (19%). La majorité des Israéliens, 62%, sont nés dans le pays. La population israélienne a augmenté cette année de 2,1%, ce qui correspond en chiffres à 133,000 âmes, et enregistre donc une légère baisse par rapport à l'an dernier (2,3%). Au cours de cette année, 34.000 nouveaux immigrants se sont établis dans le pays, contre 47.000 l'an dernier. Près de 70% d'entre eux sont montés de l'ex-URSS. Le porte-parole de l'Agence Juive, Yehouda Weinraub a indiqué, par ailleurs, que 1700 Juifs de France étaient venus s'installer cette année en Israeël. Il a précisé que l'Aliya de France avait doublé depuis l'an dernier.

Netanyahu's wife says Israel 'can burn,' later apologizes
 
Jerusalem --In audio taped remarks played on Israel TV Thursday the wife of former Israeli Prime Minister Benjamin Netanyahu said "this country can burn" and that she and her husband would leave Israel because he is not appreciated. Sara Netanyahu later apologized in a letter to Prime Minister Ariel Sharon. She made the comments Monday during a telephone conversation with Shimshon Deri, an activist in Netanyahu and Sharon's Likud party.
In the phone call, she said, "There are sometimes issues of revenge and personal conflicts and they don't understand one thing: when the country is in flames, when there are terror attacks ... there is one person who can save this country," referring to her husband, who is vying with Sharon for party leadership. Israelis and U.S. Zionists Escalate Cyber Warfare

Los Angeles, Alta California - September 6, 2002 - (ACN) Computer hackers based in Israel in conjunction with Zionists and certain Jews in the United States have just launched a new "cyber war" offensive against human rights and anti-war activists and organizations in the U.S. that are in solidarity with the Palestinian struggle and opposes the Zionist occupation of Palestine. There are now thousands of organizations and individuals on the World Wide Web that have been targeted and whose communications disrupted by a variety of sinister "cyber war techniques." Our publication, La Voz de Aztlan, has been one of their primary targets after the ADL of B'nai B'rith published a series of lies aimed to discredit our staff writers and our publisher on their website. We have just learned that the Israeli government as well as a variety of U.S. Zionist organizations are actually funding the activities of well trained "cyber terrorists" bent on destroying the freedom of expression for everyone but themselves.
There are two levels of cyber warfare that the Zionists are carrying out. The first level is out in the open and consists of efforts to legitimately take control of the Internet through the passage of bogus legislation aimed at implementing their controls over the Internet and by taking financial control of Internet portals such as AOL and other major Internet Service Providers. In addition, Zionist conspirators are diligently working on specialized software aimed at filtering out lists of websites that they deem threatening to their interests. They than "push" and sell the filtering software to school districts, libraries, the military, government agencies, the corporate sector and a host of other entities. This effectively blocks millions of U.S Internet users from viewing those websites critical of Zionist policies. The problem is worst in other counties where Zionists have influence such as in Australia. La Voz de Aztlan has received three e-mails from Australian citizens informing us that all of a sudden they can not access our website.
One principal Zionist organization taking this "out in the open" effort to control the Internet is the Wiesenthal Center of Los Angeles. The Wiesenthal Center's primary operative in the effort is Rabbi Abraham Cooper. Rabbi Cooper has spent millions of dollars lobbying the US Senate and has already been effective in having the U.S. Congress pass a series of repressive measures that have in large measure impeded alternative and independent information services from publishing certain articles, editorials and opinions critical of Zionism. Some of the money used by Rabbi Cooper actually comes from unsuspecting California taxpayers. A former California Speaker of the Assembly admitted shamelessly that he put together over $18 million dollars for Rabbi Cooper. The scam used by the rabbi is to inflict guilt on certain legislators because of the holocaust and to pretend that he is doing it to combat "hate" and so called "antisemitism". The other level of "cyber warfare" being utilized by the Zionists is right down evil and dirty. It is hidden, covert, malicious and in many cases clearly criminal. The victims now number in the thousands and increasing.
Most of the victims are U.S. citizens of the Islamic faith as well as Arab American and U.S. Palestinian organizations struggling for human rights. An article by Michael Gillespie published in the Washington Report on Middle East Affairs describes a number of incidents and victims. One victim pointed out by Michael Gillespie is Stephen Mashney of Anaheim, Alta California. Mr. Mashney is an attorney active in the effort to raise awareness of the plight of Palestinians and for this he was targeted by the well funded and trained network of Israeli and U.S. Zionist computer hackers. Mr. Mashney was the victim of a favorite dirty trick used by the Zionists. The hackers sent out a message using his name and e-mail address titled "Down With America". Mr. Mashney who hosts a pro-Palestinian mailing list realized something was wrong when he started receiving hundreds of hate e-mails from infuriated Americans. The malicious and evil "Israeli/U.S. Zionist hacker's network" included in the message the home addresses as well as home telephone numbers of other pro-Palestinian rights activists. The faked e-mail message sent by the hackers, in addition, included as a signature, Mr. Stephen Mashney's law firm address, telephone number, e-mail address and website URL.
Other victims of this same Zionist dirty trick are two professors at U.S, universities. The first is Dr. Francis A. Boyle, professor of International Law at the University of Illinois. Dr. Boyle is in addition a respected Palestinian human rights activist who has served on the board of Amnesty International USA. The fake e-mails sent in his name have done extensive damage to his excellent reputation and has disrupted his ability to communicate on the Internet. The other is Dr. Mazin Qumsiyeh who is an associate professor at the Yale University School of Medicine. The Zionist hackers sent out hundreds of libelous e-mails to selected members of the Yale community designed to damage his reputation and to diminish his credibility within the Yale University community. Among some of the human rights organizations targeted by the Zionists for the "fake e-mail dirty trick" is the American Arab Anti-Discrimination Committee (ADC) of New York. Monica Terazi, its director, had her Yahoo e-mail account revoked after the Zionist hackers sent counterfeit messages in her name to numerous Yahoo e-mail groups.
The "Israeli/U.S. Zionist hacker's network" is utilizing other more sophisticated hacking techniques to disrupt the ability of human rights activists to communicate. One is to implant a small "trojan horse" program on the hard disk of their victims such as the well known SubSeven Trojan. The "trojan horse" is first sent as an attachment on an e-mail. If the unsuspecting victim clicks on the attachment, the program activates itself and opens up certain "ports" on the computer. Later, with another program, the hacker can connect to the victim's computer and download any sensitive file such the victim's mailing list. One can imagine what havoc a Zionist hacker can cause by having complete access to all their victims most sensitive files. La Voz de Aztlan has detected hundreds of attempts to intrude into our hard disk after being sent "trojan horse programs" which thank God, our "firewall" detected. Last month, the Zionist hackers from Israel started targeting activists from the state of Iowa. In these incidents, the hackers were actually able to intrude and to remotely take possession of their victim's computers. They utilize the sensitive information obtained, such as private lists with names and e-mail addresses, to generate a vast amount of evil deeds. Among the victims in Iowa is Darrell Yeaney, a Presbyterian campus minister active on the Middle East Peacemaking Group. Another is author and editor Betsy Mayfield whose work has been published in the Washington Report on Middle East Affairs and is active at the Ames Interfaith Council (AIC). Several women at Ames Interfaith Council also reported that they were shocked and disgusted when all of a sudden they were exposed to pornographic and racist text and images on their computer screens. Apparently, the Ames women were victims of a Zionist "trojan horse" takeover of their computers. Iowa State University Physics Department computer expert Dr. Bassam Shehadeh was able to trace the origin of the cyber attacks. He determined that the hackers were accessing the internet via an Internet Service Provider called Palnet.com located on the West Bank. The Zionist hackers were utilizing stolen identifications and passwords to get access through Palnet.com. Michael Gillespie wrote in the Washington Report on Middle East Affairs that "The scale of the Israeli cyber warfare campaign, the number of targets, and the variety of techniques used, coupled with specifically targeted intrusions calculated to provide additional target addresses for the application of the hackers' various forms of harassment, suggest a sophisticated, coordinated, government-sponsored program designed to impact directly upon the communications abilities of the human rights and pro-Palestinian anti-war activism communities in the USA." La Voz de Aztlan agrees totally with this assessment. We attribute the particularly viciousness of the "cyber war" being waged against our publication to the fact that we have taken a pro-Palestinian editorial policy and have come to the same conclusion.

Discussing the Lebanese Water Crisis
Foreign Minister Shimon Peres will meet with the Madrid Quartet in New York today to discuss the brewing river crisis in southern Lebanon. The Quartet is comprised of the U.S. Secretary of State, the Russian Foreign Minister, and corresponding representatives of the European Union and the United Nations. Israel is demanding that Lebanon discontinue a project to divert up to a third of the Wazzani River's waters for its own use.
Water from the Wazzani flows into the Hatzbani River, which spills into Israel's Lake of Galilee, Israel's main source of drinking water. A delegation of American water experts arrived in Lebanon yesterday to inspect the project, which is advancing at a fast pace. Israel has threatened a military response should the status quo be changed. Defense Minister Binyamin Ben-Eliezer said today that he has confidence in the American mediation efforts, but emphasized that Israel would not accept a diversion of water by Lebanon.

The warmongers failed to win public opinion, so they're suddenly cobbling together 'evidence'

So, they've got the evidence, about the weapons of mass destruction, but we can't see it just yet. Is it still at the printers? Is it being held up by a row about how you spell "aflatoxin"? Perhaps there's a problem with the plot, and the scriptwriters are refusing to let it go because the character of Tariq Aziz is left in the air and the relationship between Saddam and the Scud missiles left hopelessly unresolved.
If they know the evidence, why can't they tell us the main points until we have the dossier? Or at least make a trailer: "This is a story of a man for whom mass destruction was simply a hobby--'Soon all my chemical weapons will be in place'--and two men determined to stop him--'My God, there's enough uranium in there to murder every living thing in every country affiliated to NATO. And look at this delivery notice, it says he's getting his last crucial warhead in exactly three months'-- Together they have 90 days to stop the axis of evil."
Or when it comes they might announce: "We don't have any photos of his weapons of mass destruction just yet--but we have got drawings. In felt pen."
And what a coincidence, that this evidence should promise to pop up now, just as it becomes clear public opinion is against a war. It all looks as desperate as a couple coming back from holiday and incompetently trying to carry out an insurance fiddle. Blair and Bush are almost kicking each other under the table as they mutter: "They've definitely got plutonium. Uranium. No, plutonium. Hang on a minute--I thought we agreed uranium."
In a couple of weeks Blair will hold another press conference and announce he's left the evidence on the Tube. But he has finished it, honest. Then that night he'll ring Bush and say: "Can I copy yours?"
So for the time being we're left with statements such as the one by White House spokesman Ari Fleischer, who said the war must go ahead because "Saddam has not lived up to his promise to allow inspectors into the country." He was then asked if the war would still go ahead if Saddam did allow them into the country, and Fleischer answered: "The policy of the US is regime change, with or without inspectors." So if Saddam does admit inspectors, they'll be doing the most pointless inspecting in the world. You couldn't blame them if they sat in the shade for a fortnight and sent back a note saying: "He's got a machine that can turn us all into tadpoles."
Which would be at the level of one paper's cut-out guide to "Iraq's evil arsenal", pride of place going to "Scud missiles". It admits the accuracy of these things is less than a mile, so can we really go to war with someone for possessing a large firework? They might as well include "The Dead Leg. Evil thigh-tingling weapon that could numb several people in one day". The Scud, we are told, has a "range of 200 miles, making Israel, Cyprus, Turkey, Iran and Kuwait possible targets". So either the demand is that Saddam gets rid of his Scuds, or that he moves Iraq to somewhere more than 200 miles from the nearest country.
But the tabloid also mentions nuclear weapons. For, "if Saddam acquires enriched uranium, he could be just months from building a warhead". If the Women's Institute acquired enriched uranium, they could be just months from building a warhead. There is, however, a fair amount of evidence that Saddam doesn't have the military power that Blair and Bush claim. Scott Ritter, who led the UN inspections team, has stated repeatedly that any nuclear potential was destroyed. And the last bunch of inspectors eventually left because they admitted they were acting as spies.
The other argument for war, that Saddam's evil is proved by his war against Iran and his treatment of Kurds, is poetic in its hypocrisy. It's true he did both those things, but we were backing him at the time. The Americans shot down a civilian Iranian plane, vetoed a United Nations resolution condemning the attacks on the Kurds and dismissed anyone who pointed out this barbarism. It's as if Alex Ferguson decided to bomb Roy Keane, screaming "But this is a man prepared to hack down his own colleagues" at anyone who suggested he shouldn't.
So it could be that because the warmongers are failing to win public opinion, they're suddenly cobbling together "evidence". And there will be piles of it. Just like the stories of Germans raping nuns in 1914 and Iraqis throwing babies out of incubators in 1990, admitted as lies once those wars were over. There will be grainy film of Saddam chucking kittens in canals and crackly tape of him threatening to ruin David Beckham's hair. But the football manager the Americans will try to copy once the war starts will be Arsène Wenger. Every time hundreds of civilians are slaughtered by wayward bombs, the US spokesman will look blank and say: "Well I didn't see that incident so I really can't comment. But aren't we doing well?"

The imperial ambitions of the Bush Administration, post-9/11, are founded on quicksand and are eventually sure to founder, but for fundamental reasons not currently under discussion. Bush's open-ended claims for US power -- including the unilateral right to invade and occupy "failed states" to execute "regime change" -- offend international law and are prerogatives associated only with empire. But Bush's greater vulnerability is about money. You can't sustain an empire from a debtor's weakening position -- sooner or later the creditors pull the plug. That humiliating lesson was learned by Great Britain early in the last century, and the United States faces a similar reckoning ahead.
The US financial position is rapidly deteriorating, due mainly to America's persistent and growing trade deficit. US ambitions to run the world, in other words, are heavily mortgaged. Like any debtor who borrows more year after year with no plausible way to reverse the trend, a nation sinking deeper into debt enters into an adverse power relationship with its creditors -- greater and greater dependency.

Contrary to the excellent rule of getting to the point immediately, I must begin this article with a personal introduction. The author of these lines is considered to be an enemy of the Arabs, a proponent of their expulsion, etc. This is not true. My emotional relationship to the Arabs is the same as it is to all other peoples: polite indifference. My political relationship is characterized by two principles. First: the expulsion of the Arabs from Palestine is absolutely impossible in any form. There will always be two nations in Palestine which is good enough for me, provided the Jews become the majority. Second: I am proud to have been a member of that group which formulated the Helsingfors Program. We formulated it, not only for Jews, but for all peoples, and its basis is the equality of all nations. I am prepared to swear, for us and our descendants, that we will never destroy this equality and we will never attempt to expel or oppress the Arabs. Our credo, as the reader can see, is completely peaceful. But it is absolutely another matter if it will be possible to achieve our peaceful aims through peaceful means. This depends, not on our relationship with the Arabs, but exclusively on the Arabs' relationship to Zionism.
After this introduction I can now get to the point. That the Arabs of the Land of Israel should willingly come to an agreement with us is beyond all hopes and dreams at present, and in the foreseeable future. This inner conviction of mine I express so categorically not because of any wish to dismay the moderate faction in the Zionist camp but, on the contrary, because I wish to save them from such dismay. Apart from those who have been virtually "blind" since childhood, all the other moderate Zionists have long since understood that there is not even the slightest hope of ever obtaining the agreement of the Arabs of the Land of Israel to "Palestine" becoming a country with a Jewish majority.
Every reader has some idea of the early history of other countries which have been settled. I suggest that he recall all known instances. If he should attempt to seek but one instance of a country settled with the consent of those born there he will not succeed. The inhabitants (no matter whether they are civilized or savages) have always put up a stubborn fight. Furthermore, how the settler acted had no effect whatsoever. The Spaniards who conquered Mexico and Peru, or our own ancestors in the days of Joshua ben Nun [Josué] behaved, one might say, like plunderers. But those "great explorers," the English, Scots and Dutch who were the first real pioneers of North America were people possessed of a very high ethical standard; people who not only wished to leave the redskins at peace but could also pity a fly; people who in all sincerity and innocence believed that in those virgin forests and vast plains ample space was available for both the white and red man. But the native resisted both barbarian and civilized settler with the same degree of cruelty.
Another point which had no effect at all was whether or not there existed a suspicion that the settler wished to remove the inhabitant from his land. The vast areas of the U.S. never contained more than one or two million Indians. The inhabitants fought the white settlers not out of fear that they might be expropriated, but simply because there has never been an indigenous inhabitant anywhere or at any time who has ever accepted the settlement of others in his country. Any native people its all the same whether they are civilized or savage views their country as their national home, of which they will always be the complete masters. They will not voluntarily allow, not only a new master, but even a new partner. And so it is for the Arabs. Compromisers in our midst attempt to convince us that the Arabs are some kind of fools who can be tricked by a softened formulation of our goals, or a tribe of money grubbers who will abandon their birth right to Palestine for cultural and economic gains. I flatly reject this assessment of the Palestinian Arabs. Culturally they are 500 years behind us, spiritually they do not have our endurance or our strength of will, but this exhausts all of the internal differences. We can talk as much as we want about our good intentions; but they understand as well as we what is not good for them. They look upon Palestine with the same instinctive love and true fervor that any Aztec looked upon his Mexico or any Sioux looked upon his prairie. To think that the Arabs will voluntarily consent to the realization of Zionism in return for the cultural and economic benefits we can bestow on them is infantile. This childish fantasy of our "Arabo-philes" comes from some kind of contempt for the Arab people, of some kind of unfounded view of this race as a rabble ready to be bribed in order to sell out their homeland for a railroad network.
This view is absolutely groundless. Individual Arabs may perhaps be bought off but this hardly means that all the Arabs in Eretz Israel are willing to sell a patriotism that not even Papuans will trade. Every indigenous people will resist alien settlers as long as they see any hope of ridding themselves of the danger of foreign settlement.
That is what the Arabs in Palestine are doing, and what they will persist in doing as long as there remains a solitary spark of hope that they will be able to prevent the transformation of "Palestine" into the "Land of Israel".
Some of us imagined that a misunderstanding had occurred, that because the Arabs did not understand our intentions, they opposed us, but, if we were to make clear to them how modest and limited our aspirations are, they would then stretch out their arms in peace. This too is a fallacy that has been proved so time and again. I need recall only one incident. Three years ago, during a visit here, Sokolow delivered a great speech about this very "misunderstanding," employing trenchant language to prove how grossly mistaken the Arabs were in supposing that we intended to take away their property or expel them from the country, or to suppress them. This was definitely not so. Nor did we even want a Jewish state. All we wanted was a regime representative of the League of Nations. A reply to this speech was published in the Arab paper Al Carmel in an article whose content I give here from memory, but I am sure it is a faithful account.
Our Zionist grandees are unnecessarily perturbed, its author wrote. There is no misunderstanding. What Sokolow claims on behalf of Zionism is true. But the Arabs already know this. Obviously, Zionists today cannot dream of expelling or suppressing the Arabs, or even of setting up a Jewish state. Clearly, in this period they are interested in only one thing that the Arabs not interfere with Jewish immigration. Further, the Zionists have pledged to control immigration in accordance with the country's absorptive economic capacity. But the Arabs have no illusions, since no other conditions permit the possibility of immigration.
The editor of the paper is even willing to believe that the absorptive capacity of Eretz Israel is very great, and that it is possible to settle many Jews without affecting one Arab. "Just that is what the Zionists want, and what the Arabs do not want. In this way the Jews will, little by little, become a majority and, ipso facto, a Jewish state will be formed and the fate of the Arab minority will depend on the goodwill of the Jews. But was it not the Jews themselves who told us how «pleasant» being a minority was? No misunderstanding exists. Zionists desire one thing freedom of immigration and it is Jewish immigration that we do not want."
The logic employed by this editor is so simple and clear that it should be learned by heart and be an essential part of our notion of the Arab question. It is of no importance whether we quote Herzl or Herbert Samuel to justify our activities. Colonization itself has its own explanation, integral and inescapable, and understood by every Arab and every Jew with his wits about him. Colonization can have only one goal. For the Palestinian Arabs this goal is inadmissible. This is in the nature of things. To change that nature is impossible.
A plan that seems to attract many Zionists goes like this: If it is impossible to get an endorsement of Zionism by Palestine's Arabs, then it must be obtained from the Arabs of Syria, Iraq, Saudi Arabia and perhaps of Egypt. Even if this were possible, it would not change the basic situation. It would not change the attitude of the Arabs in the Land of Israel towards us. Seventy years ago, the unification of Italy was achieved, with the retention by Austria of Trent and Trieste. However, the inhabitants of those towns not only refused to accept the situation, but they struggled against Austria with redoubled vigor. If it were possible (and I doubt this) to discuss Palestine with the Arabs of Baghdad and Mecca as if it were some kind of small, immaterial borderland, then Palestine would still remain for the Palestinians not a borderland, but their birthplace, the center and basis of their own national existence. Therefore it would be necessary to carry on colonization against the will of the Palestinian Arabs, which is the same condition that exists now.
But an agreement with Arabs outside the Land of Israel is also a delusion. For nationalists in Baghdad, Mecca and Damascus to agree to such an expensive contribution (agreeing to forego preservation of the Arab character of a country located in the center of their future "federation") we would have to offer them something just as valuable. We can offer only two things: either money or political assistance or both. But we can offer neither. Concerning money, it is ludicrous to think we could finance the development of Iraq or Saudi Arabia, when we do not have enough for the Land of Israel. Ten times more illusionary is political assistance for Arab political aspirations. Arab nationalism sets itself the same aims as those set by Italian nationalism before 1870 and Polish nationalism before 1918: unity and independence. These aspirations mean the eradication of every trace of British influence in Egypt and Iraq, the expulsion of the Italians from Libya, the removal of French domination from Syria, Tunis, Algiers and Morocco. For us to support such a movement would be suicide and treachery. If we disregard the fact that the Balfour Declaration was signed by Britain, we cannot forget that France and Italy also signed it. We cannot intrigue about removing Britain from the Suez Canal and the Persian Gulf and the elimination of French and Italian colonial rule over Arab territory. Such a double game cannot be considered on any account.
Thus we conclude that we cannot promise anything to the Arabs of the Land of Israel or the Arab countries. Their voluntary agreement is out of the question. Hence those who hold that an agreement with the natives is an essential condition for Zionism can now say "no" and depart from Zionism. Zionist colonization, even the most restricted, must either be terminated or carried out in defiance of the will of the native population. This colonization can, therefore, continue and develop only under the protection of a force independent of the local population an iron wall which the native population cannot break through. This is, in toto, our policy towards the Arabs. To formulate it any other way would only be hypocrisy.
Not only must this be so, it is so whether we admit it or not. What does the Balfour Declaration and the Mandate mean for us? It is the fact that a disinterested power committed itself to create such security conditions that the local population would be deterred from interfering with our efforts.
All of us, without exception, are constantly demanding that this power strictly fulfill its obligations. In this sense, there are no meaningful differences between our "militarists" and our "vegetarians." One prefers an iron wall of Jewish bayonets, the other proposes an iron wall of British bayonets, the third proposes an agreement with Baghdad, and appears to be satisfied with Baghdad's bayonets a strange and somewhat risky taste' but we all applaud, day and night, the iron wall. We would destroy our cause if we proclaimed the necessity of an agreement, and fill the minds of the Mandatory with the belief that we do not need an iron wall, but rather endless talks. Such a proclamation can only harm us. Therefore it is our sacred duty to expose such talk and prove that it is a snare and a delusion.
Two brief remarks: In the first place, if anyone objects that this point of view is immoral, I answer: It is not true; either Zionism is moral and just or it is immoral and unjust. But that is a question that we should have settled before we became Zionists. Actually we have settled that question, and in the affirmative.
We hold that Zionism is moral and just. And since it is moral and just, justice must be done, no matter whether Joseph or Simon or Ivan or Achmet agree with it or not.
There is no other morality.
All this does not mean that any kind of agreement is impossible, only a voluntary agreement is impossible. As long as there is a spark of hope that they can get rid of us, they will not sell these hopes, not for any kind of sweet words or tasty morsels, because they are not a rabble but a nation, perhaps somewhat tattered, but still living. A living people makes such enormous concessions on such fateful questions only when there is no hope left. Only when not a single breach is visible in the iron wall, only then do extreme groups lose their sway, and influence transfers to moderate groups. Only then would these moderate groups come to us with proposals for mutual concessions. And only then will moderates offer suggestions for compromise on practical questions like a guarantee against expulsion, or equality and national autonomy.
I am optimistic that they will indeed be granted satisfactory assurances and that both peoples, like good neighbors, can then live in peace. But the only path to such an agreement is the iron wall, that is to say the strengthening in Palestine of a government without any kind of Arab influence, that is to say one against which the Arabs will fight. In other words, for us the only path to an agreement in the future is an absolute refusal of any attempts at an agreement now.
